Health Care

Many citizens and businesses are struggling to pay for the high cost of health care, particularly in today’s troubled economy. One-third of Americans under the age of 65 went without health coverage at some time over the past two years, and 75 percent of these people were uninsured for six months or more. At the same time, those with insurance coverage often find that their policy provides “Swiss cheese” coverage riddled with coverage holes, deductibles, co-pays, and exclusions. Americans will spend $2.5 trillion on health care this year--or $8,160 per person--triple that of any other nation. At the same time that consumers are paying more for less, the major insurance companies in America are doling out billions of dollars of stock options and bonuses to corporate executives. The following resources are intended to help consumers navigate the broken health care system by arming them with information:

Beware of Unlicensed Health Plans
Citizens should be wary of companies that offer health discount plans, prescription drug discount plans, home health or longterm care plans or other products that sound affordable but provide little, if any, benefit.

Managing Your Health Care
More Minnesotans are enrolled in managed health care plans than ever before. People face uncertainty, frustration and confusion when problems develop with our health care plans. This page provides an overview of some of your legal rights when it comes to your health. You will also find help to navigate the system when problems arise. Above all, these pages will educate you to be a more informed and active health care consumer.

Short Term Health Insurance
Many people find themselves without health insurance when they are between jobs or after they graduate from school. Because health care costs are so high, people often grapple with how to obtain affordable health insurance during these gaps in coverage. As a result, some people turn to short term health insurance policies.

Health Care Credit Cards
Citizens are struggling with the high cost of health care and gaps in insurance coverage, and many national lenders have begun to market health care credit cards as a way for people to pay for their medical bills. These credit cards are sometimes aggressively marketed by patients' medical clinics, dental clinics, chiropractic offices, or other providers. While these credit cards may sound enticing at first, if a patient doesn't follow all the rules in the fine print, the patient may face interest rates of up to 29.99 percent on their health care bills and late fees of $30 or more.

Your Rights as a Patient in an HMO
Your health is important. If you have health coverage, it's helpful to understand how it works. We'll help you understand what type of policy you have, how to read your policy, and what your rights are in an HMO.

Health Coverage Scams
Minnesota consumers and employers face outrageous health care costs. Some consumers struggling to find affordable health care coverage have been targeted by scams.

Seniors Healthcare
This section contains information on Medicare, prescription drugs, healthcare directives, nursing home care and healthcare scams.

Nursing Homes and Assisted Living
With the aging population, more Minnesotans will find themselves seeking nursing home or assisted living residence for themselves or a loved one in the coming years.

Long Term Care Insurance
If you're thinking about buying a long-term care insurance policy, the Attorney General's Office encourages you to consider the following steps before doing so.

Mental Health Care
Most Minnesota families are touched by mental illness in one way or another. Although mental illness affects all ages, the young and the old are often especially vulnerable.
