Attorney General Ellison launches Operation Robocall Roundup, issues warning letters to 37 telecom companies

Letters target telecom companies suspected of violating FCC rules to prevent illegal robocalls

Bipartisan operation is the latest in a series of actions taken by AG Ellison to curb robocalls

August 7, 2025 (SAINT PAUL) — Today, Attorney General Ellison launched Operation Robocall Roundup, a multistate effort by the Anti-Robocall Litigation Task Force to crack down on robocalls across the country. Attorney General Ellison and 50 bipartisan attorneys general are sending warning letters to 37 voice providers demanding that they act now to stop illegal robocalls being routed through their networks.

"If there’s one thing that unites us as Minnesotans, it’s our love of the Vikings. If there are two things, it’s our love of the Vikings and our hatred of robocalls,” said Attorney General Ellison. “Minnesotans are sick and tired of these calls, me included, so I am launching Operation Robocall Roundup to crack down on telecom companies that refuse to follow simple rules to stop illegal robocalls on their networks. If these telecom companies do not comply with rules to prevent robocalls, I am prepared to hold them accountable.”

These providers haven’t complied with Federal Communications Commission (FCC) rules about responding to government traceback requests, haven’t registered in the FCC’s Robocall Mitigation Databases, or haven’t filed a plan that describes how they will reduce illegal robocalls on their network. By disregarding these simple rules, these companies are allowing robocallers onto their phone networks and then passing their calls on to other downstream providers until they reach the phones of Minnesotans.  

The task force is also sending the letters to 99 downstream providers that accept call traffic from the 37 companies, so that they know they’re doing business with bad actors that are not willing to follow the rules that apply to everyone equally. Copies of all 37 warning letters are available here. The FCC is also taking a close look at several of these companies. It announced yesterday that it will be removing seven of these providers from the Robocall Mitigation Database, which means that other providers will no longer be allowed to accept and route any calls from their networks.

In 2022, 51 attorneys general joined forces to create the Anti-Robocall Litigation Task Force, which is led by North Carolina Attorney General Jeff Jackson, Indiana Attorney General Todd Rokita, and Ohio Attorney General Dave Yost. The Task Force investigates and takes legal action against companies responsible for significant volumes of illegal and fraudulent robocall traffic routed into and across the United States.

This action is the latest in Attorney General Ellison’s ongoing work to hold people accountable for illegal use of robocalls. 

On October 18, 2024, Attorney General Ellison sent a warning letter to iDentidad Advertising Development LLC urging the company to stop transmitting suspected illegal robocall traffic or face legal consequences. iDenidad is believed to have transmitted calls containing IRS/Social Security Administration government imposter scams, utilities scams, and financial scams.

On May 23, 2023, Attorney General Ellison sued Avid Telecom for allegedly initiating and facilitating billions of illegal robocalls to millions of people and violating the Telephone Consumer Protection Act, the Telemarketing Sales Rule, and other federal telemarketing and consumer laws. Attorney General Ellison alleges in the lawsuit that Avid Telecom sent or transmitted more than 7.5 billion calls to telephone numbers on the National Do Not Call Registry, including at least 14,395 calls into Minnesota. On May 9, 2024, the United States District Court in Arizona has denied Avid Telecom’s multiple attempts to dismiss and delay the lawsuit.
