Attorney General Ellison issues statement in response to Trump Administration’s latest attacks on gender affirming care

December 18, 2025 (SAINT PAUL) — Attorney General Keith Ellison released the following statement in response to the Department of Health and Human Services’ attack on gender affirming care:

“Gender-affirming care is healthcare. It is evidence-based, backed by the American Medical Association, and helps transgender individuals live their lives with the dignity we all deserve. Gender-affirming care saves lives.

My office and I are reviewing the rules that the Department of Health and Human Services proposed to limit access to gender-affirming care, and we will have more to say in the coming weeks. For now, it is important to remember two things: 1) these rules have not yet taken effect, and 2) it is illegal to discriminate against transgender patients in Minnesota. Transgender Minnesotans can still access the healthcare they rely on. None of us want the federal government making our medical decisions for us. I firmly believe that decisions about the care transgender youth receive must remain between those young people, their doctors, and their family.

I am committed to vigorously defending Minnesota’s medical providers who do incredible work to treat and care for all Minnesotans, including our transgender neighbors. I have already taken the Trump Administration to court to stop them from scapegoating the trans community. I will not hesitate to do so again.

It’s a beautiful thing that people from all backgrounds and all walks of life call Minnesota home. Donald Trump has tried and failed to turn Minnesotans against our neighbors many times before, and he will fail again. Minnesotans still believe that we all do better when we all do better. That’s something Donald Trump will never understand.”
