Medicaid Fraud Control Unit executes search warrants at five sites
April 28, 2026 (SAINT PAUL) — The Medicaid Fraud Control Unit (MFCU) of the office of Minnesota Attorney General Keith Ellison executed search warrants today in collaboration with federal law enforcement at five sites for four businesses that accept Medicaid funds through the State’s Early Intensive Developmental and Behavioral Intervention program. Attorney General Ellison issued the following statement:
“This morning, in conjunction with agents from the FBI and the U.S. Department of Health and Human Services Office of Inspector General, investigators from the Minnesota Medicaid Fraud Control Unit executed federal search warrants at five separate sites of Medicaid-funded agencies claiming to provide Early Intensive Developmental and Behavioral Intervention (EIDBI) services. These efforts are yet another example of my Medicaid Fraud Control Unit’s ongoing collaboration with Federal law enforcement in our shared mission to hold those who defraud Minnesota’s Medicaid program accountable.”
MFCU shares original criminal and civil jurisdiction for Medicaid fraud with federal law enforcement. MFCU did not participate in the execution of search warrants at any other sites today because those sites do not involve Medicaid funding. The federal grant that funds three-quarters of MFCU prohibits using those resources for anything other than fighting Medicaid fraud.
Attorney General Ellison is actively supporting the bipartisan Medical Assistance Protection Act currently making its way through the Minnesota Legislature (HF 2354/SF 2689), sponsored by Rep. Matt Norris and Sen. Ann Johnson Stewart, to bring more resources and strong legal tools to MFCU. Since 2019, Attorney General Ellison’s office has convicted more than 300 people of Medicaid fraud and won more than $90 million in judgments and restitution for the state.
Attorney General Ellison’s Medicaid Fraud Control Unit works to uncover, investigate, and prosecute individuals or organizations that steal from Medicaid and that exploit, neglect, or abuse vulnerable victims. The Medicaid Fraud Control Unit receives 75% of its funding from the U.S. Department of Health and Human Services under a grant award totaling $5,078,704 for Federal fiscal year (FY) 2026. The remaining 25%, totaling $1,692,898 for FY 2026, is funded by the State of Minnesota.
